You should be able to go to the navitabs web site, register there, get a key, then paste it into your Confluence server Admin -> Manage addons -> Navitabs area

Same way you managed to post this question, on the internet connection you apparently don't have.

I think you need to explain what you are trying to do whaen you say "register" and why you think there is no connection.

I tried to use Navitabs plugin on a server confluence without internet connection. 

the plugin requires a "free registration". Is there an option to register without internet connection?
