Is it possible to push out RSS feed data to people who do not have access to our Confluence installation? Or to put it another way, can someone subscribe to a Confluence RSS feed who is not a registered user of Confluence?
Also, we are looking to implement Confluence for our development team. Most of the information contained would be confidential, even from other departments in the company, but there are a few pages that we would like the entire Customer Service to be able to access:
a. Would each Customer Service rep have to be counted as a license holder, even if we only want them to see 1or 2 pages?
b. Is it possible to give some users access only to a few specific pages and nothing else, even forbidding accessto the Dashboard? If not, what would be your recommendation for the most efficient way to accomplish this goal?

As far as I know, the RSS can be subscribed for Anonymous users and authenticated users. There is no way to allow restricted pages feeds to be accessed by anonymous users. They can only see public pages feeds.
As for the permissions:
a) That's correct. Even if they are going to see just one page, you must set a permission for each one and they will count towards the license.
b) This is possible for pages indeed. For that you must place the users you want to restrict inside a group that doesn't have permission to access the spaces. Then you can just restrict the pages you'd like with a view page restriction. The user when login to confluence will just see the space and the page that they have access to view.
For the dashboard, you may want to add a custom javascript to accomplish this since confluence doesn't have this functionality embedded.
