Full site restore from cloud backup to a local server (7+) in Docker

I've backed up our Confluence Cloud site, and decided to see whether this backup is working locally for DR purposes.

Using docker-compose to spin up a Confluence server (evaluation license) with Postgres DB I've performed full recovery, and was quite surprised to discover that only users and user groups were recovered.

I've used recovery_admin route, so the documentation is solid there.

I thought spaces and pages would be restored as well. What gives?

Backup file size is ~26MB.

Any leads? I am about to think 'Backup' function for Confluence is a hoax.

Would be nice to hit 'Backup' button and expect it to be useful after a 'Restore'.
