As a relatively new Confluence user, I hope some more experienced users can help. Currently, we export all files from our user documentation to send to a translation agency, however, not all files are updated or changed so ideally, we would like to pick and choose which files to export each time we send them to the translation agency, is this possible?

a first approach would be to create a report showing what pages/files have changed since a given date.
Could you describe your workflow? Are we talking about real files (attachments stored in a page) or are we talking about the pages containing the content to be translated?
For the first:
There is a macro called Space Attachments Macro:

This could be of help identifying files to be translated.
For the second:
Embed a page property macro in each page containing eg. the creation date, modified date, author, last modifier, etc. This macro will be the same on each page. No need to fill in the data by a user. Tag all relevant pages with a common label eg. translate. The create a page containing a page property report macro reporting on all pages with label translate.
Another approach would be to buy an addon (We use Scroll Translations) which allows exporting / importing pages in a common translation format:
