The “Anyone can view, some can edit” page restriction means that only users who are specified can edit the page but every user on the site can see the page.

If you need to users who are not logged in (Anonymous users) to access Confluence content, you will need to look into public access for Confluence:
Please, keep in mind that there are limitations on restrictions, permissions, and Anonymous access for the Free Plan:
Going straight to the point, if you are under the Free Plan permissions and restrictions are not manageable in the free plan and anonymous access is not available as well.
