Is it possible to give anonymous user read access to confluence cloud if they are behind an VPN ?
Don´t won’t to open the site for everyone.
So the user without an account can access and read when they have the VPN connection up and running !

I would say no. The type of configuration you are talking about is only possible with server or data center.
