We have less than 10 users of Confluence and want to switch to the Free Version, but we need to allow anonymous users.
Does the free version allow this?

No.
HOWEVER. There is a way.
If you want to make your Free Confluence content available to anonymous users, you need Scroll Viewport app which takes your Confluence content and builds a static website for you (see my site as an example)
The advantage is that you can also have that site on your own domain.
Yes, the app costs money but gives you better control over what gets published to the Viewport site and when.

Unfortunately, the free version of Confluence Cloud does not support Anonymous access.
