I am looking for a confluence solution where we create a table(excel table) and multiple users can add/edit row to it with their specific inputs. Once the rows are added/edited, each change done on row goes to approver for review. once change on a is row reviewed and approved, particular row becomes visible to all users. Also an email alert is triggered for approved/rejected rows .

While Confluence is excellent for creating wikis, blogs, and documentation, to solve your requirement, you'll need to have an IT service management solution instead, like Atlassian's Jira Service Management product.
