Clicking links in TOC scrolls below heading

I have a page set up with sections and columns containing "content by label" macros. The TOC macro discovers the headings in the Content by Label macro and creates a TOC listing all the headings, but when you click the links in the TOC, nothing happens. 

To try to work around that, I removed the titles from the content by label macro and created regular headings just above those macros instead. The TOC links now work, but they take the user to a point below the heading on the page, so they just see the list of page titles with the specified label, but not the heading, which is a bit disorienting.

Any suggestions for either making the Content by Label macro work with the TOC macro, or making the TOC links go to a point above the headings would be greatly appreciated!
