Cannot create spaces

I am unable to create new spaces. 

In "Your Work", there is a "Create Space" option but it never finishes.

In the Spaces section, 

If I click on the +, I get the message - 

Can't create new pages in this space

Request permission from your Confluence administrator.

Your need is to create spaces or pages?

First things first: Since you are unable to create a page on a specific space, then you have to contact indeed your admin, since you don't have the permission to create a page (on that specific space).

Second, in order to create a space (team & personal) your confluence admin must give your group the corresponding permission. When you say that the create spaces "never finishes", what do you mean?
