Can we customize a field in test script to force tester to attach evidence?

We have requirement that we force tester to attach a screen evidence or file attachment during test execution if in the test script , particular step called attach evidence has flag set to attach evidence as 'Y'

since some versions ago, there's now the ability to add test step custom fields and set them as mandatory.

However, this "mandatory" is related to the specification of test cases and their steps.. it's not related to running them.

I would recommend you to reach out Xray support team asking for an improvement related to the ability to force evidence on the given steps of Test Runs.

If you just want to have a signal/flag so the tester knows that he/she needs to attach evidence, then the test step field is enough.
