Can 'Confluence Inline Comments' plugin be installed in server instances of Confluence?

I was wondering if this plugin could be installed some how in a server instance of Confluence - regardless there is a very similar plugin named 'Talk - Inline Comments'

Later versions of Confluence implement inline comments so you don't need it.

Before that was implemented, yes, you'd need an add-on to do it.  But I'm not sure which add-on you're talking about when you say "confluence inline comments" - if it's the internal implementation, then you don't need to install it, it's off-the-shelf.
