@Arpita There was a partial outage with Jira and Confluence cloud sometime ago, which might have affected the attachments, imports etc. It appears to have resolved just now. https://jira-software.status.atlassian.com/ . Can you try uploading now and see if it's working fine.
YES! this is very frustrating. It SAYS that it uploads but after refreshing the page, the attachment is gone
