Also, I already reached out to Microsoft for this issue but they said this is a third party and it is out of their scope of support.

As per the image "assist4.png", seems that you're connecting to teams.halp.com, are you the Azure admin for the account through which the consent is being granted?
503 usually is a backend error, I would suggest Raising a support ticket with Atlassian with the URL that is giving the 503.
I suspect this to be q Microsoft error too but cannot be certain, since the domain is halp.com but redirecting to Microsoft.
