Notifications are only sent to watchers of a page.
Have the user Watch the page.
If the user edited or commented on the page but did not automatically become a watcher, this is a setting that can be changed in the Profile Icon Menu > Settings > Email area.
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
