Scroll to ID element before rendering

Opening Confluence short URL page with HTML ID to scroll to specific header, My browser start rendering the page *after* the browser navigate to that header. Accordingly, the browser navigates the wrong location.

Is this by design? Is there any workaround for browser to point correct header with ID?

Confluence 6.2, Firefox 54.0.1 32-bit on Windows 7
