Can someone help me to understand how to create folders, upload files and give access to the users for the same to upload only.

Also is there any alert option?

Are you looking to use Confluence as a file storage system? It can be used for that, but is not intended for that purpose. Regarding permissions for access, permissions are handled on a space and page level. Any page that contains a file you intend to share will require those it is being shared with to have permission. 

I suggest you start your journey by reading the Confluence Site Set Up Guides.
