I can't create users manually

Hello.

I can not create users manually. I only can invite them by email.

Here’s the screenshot attached. Can anybody please help me?

This is the only option available in Cloud, the login and users are email based.

Confluence Cloud requires your user to have an Atlassian login. So inviting them is the only way to create them in Confluence Cloud.
