But before you can list you need to implement your app first, you can look at the developer website for instructions.

Actually, you don't need to be a partner - you can upload "private" (for want of a better word) apps so that your code can be added to or integrated with your Cloud system.

To sell it on the marketplace, you do need to become a vendor.
