Require a label when publishing a page?

We are on Confluence Cloud-is there a way we could setup when a user publishes a page in a certain space or a certain page template that they select a set of labels for the page? We'd love to enforce this in certain areas but not for Confluence as a whole. I'd be open to an add-on as well if one would support this functionality.

  The only way I know of to get labels on a page is to create a template and add them to it so when the page is created it will already have them. I do not know of any add-on that requires this.  Here is some helpful documentation
