So yes it seems like it is a known issue logged at CONF-33852 and CONF-39912.

The workarounds are:

Refresh the page: F5, scroll up and down, resize the browser window, collapse and expand the left sidebar…
For ordinary users: Close the current announcement banner (x) so the problem disappears until the next announcement.
For server administrators: Fix or ignore the warnings by clicking on the provided links in the administration banners.
