I publish pages for public access with Confluence Cloud, I want to disable anonymous users from being able to comment or view comments.
However, I would like comments for authenticated users, for document updates & reviews etc.
Does anyone know of a way that this can be achieved?

They will be able to see the comments by logged in users, so maybe you should restrict comments on public spaces for logged in users too.
