we want to use our aws ec2 instances for code check in check out . each time we will get different IP when ever we start stop server.
we have secured our network using static ip and we are connected on vpn. is their any way we could make bitbucket enabled on any ec2

I am not sure what you mean by "make bitbucket enabled on any ec2".
Are you using a firewall and do you need the IP addresses you need to whitelist in order to connect to Bitbucket?
