unusual count of debuglogs: no values found in any valid locale and skipping crowd sso

Scince an update from v6.10.5 to 7.3.1 we get a lot of the following debug logs:

Does anyone have any idea what could be the reason for this?

I'm using Bitbucket Server v6.9.3, I'm seeing the same thing as soon as I click "Continue" on the create new application link dialog.

If I disable incoming connection (change OAuth to Disabled on Local authentication field), the thrashing stop.

Looks like the API endpoint /rest/remote-link-aggregation/latest/aggregation is calling itself making it infinite loop.
