Are we allowed to install jira 2 times to have a playground / testing instance?

If you have a full licence, then yes. You need one full licence per PRODUCTION server, but it comes with a *development* licence you can use for dev/test instances, as well as cold standby servers.

Look in your my.atlassian account under the actual licence keys for a link to generate the dev licence.

@Nic Brough [Adaptavist]....bringing up a new topic to this question...
in our case, we have a community license and we aren't able to use the development license.
Well, we would like to have another instance to test new versions, customizations and etc.

So, could you recommend us something?

I'm afraid the community licences are for single production instances.  You might ask for a second community licence though.
