team oauth cannot push back to repository in pipelines

I followed the oauth instructions here https://confluence.atlassian.com/bitbucket/push-back-to-your-repository-962352710.html?_ga=2.67939605.506247860.1563473305-1622648894.1560458272 so that my pipeline can push back to the repo. I initially created the oauth customer in the Team I am working with. I could not get it to work. When I created the oauth customer under my own profile it works. Is this expected?
