I am trying to delete and add users but I cannot seem to find where the admin page is

I believe that you want to add and delete users to your bitbucket repositories. This guide will help you do that https://support.atlassian.com/bitbucket-cloud/docs/grant-access-to-a-workspace/

Thank you, but I am looking to add a new user and delete and old user form our BitBucket account and I cannot find the admin tab to do this.

Find your workspace - it might be the same name as your username.

There you will be able to manage users that have access to your workspace and its repositories.
