add new feature on create PR section

I've read through the web fragment about the available pluggable locations, however for creating PR, there are no available pluggable place in the main part of create PR section

Let say if I want to add some new feature to formate the description, and put a template inside the input block, or add some checklist in the section to make sure whoever create PR all go through the systematic procedure, is there any way I can modify that part?

I have quickly searched the BSERV project, but not found anything. You can create an feature request there.
