It seems like most users have a default workspace (one that just matches their username) but whenever I create a bitbucket account (I've tried twice), it doesn't create this default personal workspace. For me, after creating the account, it brings me to a mostly blank page and prompts me to create a new workspace, but this is different from the default personal workspace.

Welcome to Atlassian Community!
We have recently released a change where the workspace and user account are now separate entities, so there will be no concept of personal/default workspace going forward.
So when you create an account, we will not automatically create a default personal workspace that is attached to your account. You can still create as many workspaces as you want though, but they will be not attached to a user.
