I posted a new answer to the other question you both replied to, but I'm leaving a reply here as well for better visibility.
Our engineering team has published a community article with some of the limitations that the upgrade of the Docker Engine introduced:
You can read this article about the different limitations and what action needs to be taken in each case.
If you are still experiencing issues or if you see different errors, since you both have access to workspaces on paid billing plans, please create a ticket with the support team and share the build URLs for further investigation. A support ticket is visible only to the creator, Atlassian staff, and any participants you add while creating the ticket.
You can create a support ticket via https://support.atlassian.com/contact/#/, in "What can we help you with?" select "Technical issues and bugs" and then Bitbucket Cloud as product. When you are asked to provide the workspace URL, please make sure you enter the URL of the workspace that is on a paid billing plan to proceed with ticket creation.
