What language are supported for creating custom hooks? Is this only through java?

I'm following the below tutorial to install Atlassian Plugin SDK on WIndows

When I click on the link Download the latest version of the SDK the page is not working.

Also I don't see any latest release on this SDK from the versions history

I want to know if this is still supported from Atlassian, if not how should I get the Atlassian SDK downloaded to develop a Bitbucket hook?
