The user requested access to Bitbucket but the invitation had already been sent but it expired, when we tried to send it again the user did not receive the invitation in the email.
Are there any platform locks in this scenario?

I believe there was an issue with the email delivery last week which might be why the resent invite did not reach the user.
Can you try to cancel the invite and re-invite the user again and let me know if that works?
