We've been running off SVN elsewhere and it's our primary distrubution method, we would like to use Jira for the dev side (as only a few people commit). How do I set Jira to use this external SVN?

Unfortunately external Subversion repositories are not supported in Atlassian OnDemand. The feature request is located here.
