Send email to mailing list on build success or failure

Hi,

When a Pipelines build succeeds or fails, I can set up notifications to either watchers or via Slack integration, which allows a lot of customization. However, I also want to send success or failure emails to an external mailing list which contains users that are not in our Slack channel. Is it possible to do this?
