Preventing merges in repository without pull requests

Is there any way to restrict merges that do not come from a pull request I notice two kinds of merges being done in my repository one which is the result of a pull request being approved and other merge commits which just show up without a pull request. I would like to restrict this in Bitbucket CLOUD
I would also like to know if we can restrict users from creating branches in the repository so that only certain groups can create branches while others only write to the branch given for developments
