No users found when adding Default Reviewers

When trying to add a Default Reviewer, no users are found in the drop down/search bar. Users are listed in the Workspace settings / User Directory.

Community moderators have prevented the ability to post new answers.

Would it be possible for you to confirm if there are users added as Default reviewers under projects or repository settings?
