I am looking to add merge checks on the project/workspace level. Specifically I want to enforce 2 PR approvals for all the repos in a particular project/workspace. Is the feature available for bitbucket cloud?

You can check out 3rd party apps in Workspace > Settings > Marketplace apps to see if any provide the functionality.
As a matter of fact we wrote Workzone for Bitbucket Cloud for exactly this use case (and much more) for our team and have made it available on the Marketplace for BB Cloud.
You can configure pre-defined reviewers and groups with granular resolution down to file and directory level, requires specific approval quotas, build results and more.

At this moment I'm afraid it's not possible to configure the branch permissions (including merge checks) at the workspace/project level, just directly at the repository level.
We definitely understand the benefits of having the ability to manage those permissions at higher levels, such as at the project level, and our engineering team is actively working on implementing that feature.
You are also welcome to check Bitbucket Cloud's roadmap, which already includes the functionality of project-level permissions, along with other features that are in the works :
