Pipeline: Jira Create Issue

Would it be possible to extend Jira create issue pipeline with

* attach a file to the issue (file from the repository) like a LOCAL_PATH

* do not assign the issue to the current user so it might be picked by someone else or allow to change the assignee to a specific user.

The point is to notify a teammate who does not have access to Bitbucket about new changes that require updating our release notes.

• there is a repository on Bitbucket
• when a developer commits a specific file (or pushes a tag) then the pipeline creates a new issue and attaches the committed file. In my particular case, it's a HISTORY.md file that should be attached to the issue 
• The Jira issue should be either assigned to a specific user specified in the pipeline or not assigned to anyone. 
• Email should be sent to specific people about a new Jira issue that requires their attention so they can review the HISTORY.md and update release notes. It might be more people so it's better to use a different task in the pipeline.
