How to determine the last time a project was accessed?

Hello,

 

What are the factors that may be considered before assessing a project to have been inactive for a long period of time (6 months for example)?

So far what I am considering is if the project has any repos or not. For projects that do not have any repos inside, I am looking at the last recorded timestamp for the project using 

/rest/audit/1.0/projects/{pkey}/events?

 

Is there any scenario where a project does not have a repo and has no event recorded in 6 months but may still have been accessed in the last 6 months (making it an active project in my criteria)?
