How to change URL from localhost:7990 to [hostname of server]:7990

When I install Bitbucket it starts out as localhost:7990 but am looking to change it to [hostname of server]:7990.

Under Administration, click server settings.  Update "Base URL" with your [hostname:7990]

You'll also need to set up your network to route that hostname correctly for other computers trying to reach your Bitbucket.
