How do I upload add-on jar to Bitbucket With No Internet Access?

I have admin access and I am using BitBucket Server 7.1.0.

In Manage Add-ons there is no Upload Add-on or Upload App link.

I read in another posting " that there is a flag that a system admin can enable in the properties file which turns off the ability to add new Apps".

Would that be the bitbucket.properties file and if so, that is the property name that I would have to add?
