There are two settings that control which language a user sees. Firstly, the language configured in each user's individual Profile (configured in Account -> Account Settings -> Language), which defaults to the language supplied by their browser. Secondly, the system language configured under Administration -> Server Settings -> Language.
When selecting which language to render content in, Bitbucket will first check the setting in the user's Profile. Failing this, in cases such as when the user selected language is not supported, it will default back to what is configured in the server Admin page.
Keep in mind, if your browser is telling Bitbucket to render in English, but as an Admin you have configured the server to display German, you will continue to see English. The browser preference is given more priority, as the server language is intended as a fallback.
