How can I grant a developer permissions to create new projects
By setting that person in a group with Admin permissions. There's not much granularity to permissions.
A developer can create repositories, there is no option to let em create a project?
If I set it to admin he can do anything, right? invite new users, etc...

Exactly. Creating projects is strictly admin. But admins can invite users, change group membeships and more. It's all bundled together.
I never really saq the need to let developers create projects. That's not something that happens very often. The we we do this here, we have developers with Write access to repos, Leads with Admin access to repos and who can create more repos, and Admins who can create projects.
