Does it matter what user creates a bitbucket project?

I've built a new bitbucket server v7.2.3 and had someone test cloning a repo from an older bitbucket server v5.4.0.  This works great.   I am going to automate the cloning of all repos from old to new server.  I will have to manually create the projects on the new server before cloning.  I'd like to know if it makes any difference what user creates the projects on the new server.  I was going to log in using the local bitbucket admin account  to create the projects.  On the old server, various developers created their own projects and added repositories.  I'm not sure if I will run into permission problems if all the projects on the new server are created by the local bitbucket admin account.
