Discontent with Bitbucket Issues: Subscribe to Bitbucket and Jira?

Atlassian is neglecting Bitbucket Issues and pushing Jira instead, I think that's a fact, isn't it? It's just so slow...

We are a small webdesign firm and use bitbucket & pipelines for the coding, as well as bitbucket issues for around 40 of our clients, so they can file tickets. So costs-per-user sum up quickly.

If we would migrate the BB issues to Jira, we'd add another 7$ per user to our monthly cost, right? And if we remove those "issues-only" users from bitbucket, they will lose the access to the code, which is not strictly necessary, but somehow nice for transparency. 

Isn't there something like a combined pricing, say 5$ / user and you get Jira Issues & Bitbucket Standard? Probably not?

It's not that we need a much bigger feature set but just a better user experience for the issues... but still the tight integration with BB.

Any suggestions?
