Created free workspace but cannot access - resource not found

Our company is trying to evaluate Bitbucket as a solution. We have a paid plan for Confluence and Jira, but have not yet purchased Bitbucket.  I created a workspace and can see it in Admin -- Bitbucket with the URL of the workspace; Plan: Free; Users: 4.  From the 3-dot menu, I can go in and "Manage Users" (I've added myself (org admin) and 3 others), "Manage Product" (I've added myself to the admin group for the workspace).  When I go to "Open Bitbucket" or try to view the URL directly, I get a 404 Resource not found, and if I select "Bitbucket settings" for the workspace I get an error saying "You do not have access to view this workspace."

What am I missing?

A support engineer worked with me on this issue, and we determined that while everything was indeed set up correctly, the workspace remained inaccessible to users.  Since the workspace was empty, we simply created a different one, set it up the same way, and the new one was accessible.
