Can we permanently deny allowing public access in stash?

In our enterprise environment I (me is a system admin of stash) do not want our Stash project admins or below to enable public access. Is there a way do avoid this?

Yes. You can completely disable public access by adding the following entry to your <STASH_HOME>/stash-config.properties file (create the file if it does not exist).

feature.public.access=false

This will switch off public access to all projects and repositories regardless what was previously configured. See https://confluence.atlassian.com/display/STASH/Stash+config+properties#Stashconfigproperties-Features for more information.
