Can not see OAuth under ACCESS MANAGMENT

Hi. Trying to connect Bitbucket Cloud with a local Jira Server. But can not see OAuth under "ACCESS MANAGMENT". Probably need some admin rights but how can I find what account is Admin? I have 2 accounts.
Any suggestions ?
