this error can be caused by a few things, could you give us a bit more detail:

• is this error preventing Bitbucket to work ?
• did you change, or upgrade Bitbucket lately ?
• did you change, or upgrade your database lately ? 
• what database do you use with Bitbucket ?

Bitbucket is not working.

We are attempting to migrate to another machine by copying the database and folders.

No changes were made to the database or files. We are migrating to a newer version of Postgres.

We use Postgres.
