Auto creating pull requests

Hello.

Using Atlassian Stash 3.3.0 is there any way to create pull requests automatically?

 

For example: developer merges branches in local repository and tries to push changes to remote repository. Push fails because developer doesn't have permission to write to remote branch (it's ok). Is there any way to auto create pull request in Stash instead of simply rejecting push?

There maybe a plugin for it, or you may just create one (using the Bitbucket REST API)

Since the result of a pull request is a decision on doing the merge, it isn't the same thing as doing the merge and then pushing it.  In particular the code review, chain-of-custody etc.  I think this is apples and oranges.
